Obama plans to make the appointment, first reported by the New York Times, later on Wednesday. He will also fill Rice's current position, the U.S. ambassador to the United Nations.
The White House confirmed the New York Times report but offered no other details.
Rice was Obama's top pick to replace Hillary Clinton secretary of state, but with drew her candidacy in December amid fiery Republican opposition, particularly over her role in allegedly obscuring the details of the attack against U.S. diplomats in Benghazi, Libya last year.
Obama will appoint another longtime ally, former aide and foreign policy advisor Samantha Power, to replace Rice at the U.N., the Associated Press reports.
